A Letter to Congress
Demanding a New
Manhattan Project
for the Bird Flu.

Bird Flu.

Okay, we're going to start with a letter-writing campaign. A lot of us sending mail to these people who are supposed to be acting to protect us from the pandemic ... the death. If we don't see movement on this letter-phase, we escalate.

To find your Representative's e-mail ...

Don't forget your state's Governors and state-level Sens/Reps, and Mayors, since this whole thing's looking like the feds will not be able to act in the emergency times (the sample letter will need a little tweaking for the local government involvement.

Here's a sample letter:

Dear ______,

The probability of a Bird Flu pandemic represents a clear and present danger to the national security of this nation, and to the health, well-being, and the very lives of those I love and myself.

Because of the imminent danger we all face, the niceties of asking you to please consider action have been necessarily discarded. Instead, this letter tells you what we, the public, expect you to do.

This letter makes the following two demands of our government, and of you in particular:

1. You must pass legislation within 4 months which funds and develops a national program to produce quantities of a Bird Flu vaccine in sufficient quantities to inoculate 300 million people, roughly the entire U.S. population by the end of 2006.

2. You must pass legislation within 2 months which authorizes the national government, in the interests of national security, to appropriate the currently patented production processes for the antiviral Tamiflu. This is a product which lessens the severity of viral infections, and may well increase survivability of Bird Flu.

Regarding Point 1:
Private enterprise cannot be left to develop the facilities necessary to produce the quantifies of the vaccine required. We are told by no less than Health & Human Services Secretary Michael Leavitt that the creation of such production capability is expected to take 3 to 5 years. We must model our response on the government's WWII Manhattan Project, wherein the government assembled the best and brightest to accomplish the impossible in an impossibly short period of time.

Regarding Point 2:
Roche Pharmaceutical, the company which currently holds the Tamiflu patent, is refusing to license its product in the U.S. for our population. In any event, it cannot produce enough Tamiflu antiviral to meet any projected needs internationally. Taiwan has declared that it will produce Tamiflu without Roche's authorization. Certainly, this government cares as much for its citizens as does Taiwan.
